April Ebbinger, Ph.D.

Director of Psychological and Behavioral Services for TNDOE

Dr. April Ebbinger earned her Instructional Leadership Graduate Certificate through the University of Tennessee, Knoxville in 2024. She holds a Doctor of Education in Curriculum and Instruction from Tennessee State University. She also earned a Specialist in Education degree in AEP School Psychology and Bachelor of Science degree in Secondary English from the University of Tennessee at Chattanooga. A Nationally Certified School Psychologist, Dr Ebbinger is the Director of Psychological and Behavioral Services for the Tennessee Department of Education. Additionally, she is the primary investigator on the federal grant, Project RAISE, to increase mental health supports in Tennessee’s rural school districts. Dr. Ebbinger has experience as a classroom teacher, school psychologist, district administrator, and higher education faculty.
