Overview
This project leverages federal American Rescue Plan (ARPA) and Tennessee Department of Economic and Community Development (ECD) Digital Skills, Education, and Workforce Development (DSEW) funding to provide skilling and access to digital literacy and skills resources so that disadvantaged Tennesseans can develop the technical proficiency required to navigate complex digital environments, participate in the digital economy, and drive innovation.
Key Objectives

The Education Research & Opportunity Center received ECD DSEW funding in 2024 to provide the hundreds of aspirational yet disadvantaged high school and adult participants served each year by ERO’s federal TRiO programs with the digital skills necessary to thrive in college and/or the workforce.
Objective #1: Provide 240 total high school youth with training in digital skills contextualized to college/career readiness through (1) an intensive 4-week summer workshop and (2) subsequent monthly in-person meetings at target high schools and required TRiO Saturday sessions.
Objective #2: Provide approximately 360 total adults with training in digital skills contextualized to college/career readiness through in-situ quarterly workshops, one-on-one consultations, and scheduled classes.
Objective #3: Goodwill Industries will provide curriculum, pedagogical training, and professional development to ERO UTK TRiO project directors which, combined with requested funds to establish a mobile-ready computer lab, will allow UTK ERO to provide digital literacy skills to UTK ERO TRiO students after grant funds sunset.

Goodwill Industries Knoxville
Goodwill Industries-Knoxville is a leader in workforce development services in East Tennessee and has been providing services to disadvantaged individuals throughout its fifteen-county service delivery area for more than fifty years. Goodwill has been providing digital literacy training throughout its service delivery area for more than twenty-five years. During the past ten years, Goodwill has been awarded multiple grants that focus on digital literacy and skills attainment from Accenture, Google, Meta, Goodwill Industries International, and The Tennessee Department of Labor & Workforce Development. At present, Goodwill offers multiple opportunities for members of our community to obtain basic and advanced digital skills. The GoodTech Core and Technical training programs incorporate essential soft skills training such as problem solving, active listening, and critical thinking, with technical training on Microsoft Office applications to ensure individuals possess all necessary skills to fully participate in post-secondary education and the workforce. GoodTech programs are approved by the Tennessee Higher Education Commission and are on the Eligible Training Provider List (ETPL) for the East Region. Goodwill offers a weekly, no-cost basic computer skills course at the American Job Centers in Knox and Hamblen Counties that includes Introduction to Computers/Internet, Internet Safety, Introduction to Google Drive, Gmail & Calendar, and Introduction to Google Docs & Sheets. Goodwill utilizes Northstar assessments and certifications for all individuals enrolled in its Good Prospects program, a State of Tennessee Department of Human Services grant, which provides an array of services for low-income families in Knox and the fourteen surrounding counties.

FUNDING INFORMATION
The Digital Skills, Education, and Workforce Development (DSEW) grants program is funded by the American Rescue Plan (ARPA) and administered by the Tennessee Department of Economic and Community Development (ECD) who has distributed $17 million across digital skills, education, and workforce development, including broadband infrastructure workforce development and higher education/adult educational entities. The “Closing the Digital Access and Skills Divide Through High-Touch, High-Impact Education Outreach Services” project is a 30-month collaboration between UTK ERO and Goodwill Industries Knoxville.
